MEDICAL MALPRACTICE: Superior Court holds legislative permission to sue State unconstitutional

The plaintiff failed to timely sue the State for a claim arising out of a staph infection while at the UConn Health Center.  The legislature enacted a resolution to allow the untimely suit.  The Superior Court holds that the resolution violates the CT Constitution, which provides that “No manor set of men are entitled to exclusive public emoluments or privileges.”
